Abstract
There is an ancient Chinese saying: an artisan must sharpen his tools if he is to do his work well. This chapter shows how I chose three cases and collected and analyzed data to conduct this investigation: Why do some crises trigger major policy changes while others do not? This book examines statements from official meetings and public speeches produced by policy elites in the immediate aftermath of crises. These statements are thought to represent policy elites’ predisposition to policy change and their framing endeavors.
