Abstract
Manifesting almost immediately into a public health crisis, COVID-19 has had unique impacts wherein the intervention to prevent the spread of infections and minimize the casualties, itself proved discriminatory in terms of livelihood consequences for the disadvantaged.

Every state in India constitutes Construction Workers Welfare Board under the The Building and Other Construction Workers’ Welfare Cess Act 1996. For all construction activities in states, a cess needs to be paid to the welfare board, which is expected to be utilized for welfare of construction workers.
