Abstract
Since independence, the government of Timor-Leste has established policies and legal frameworks related to environmental protection, based on ecological and environmental justice approaches. Despite the existence of a robust legal framework for environmental protection, the Timor-Leste Strategic Development Plan 2011–2030 envisions a development model prioritizing large infrastructure projects, which pose a serious threat to the environment, as well as the lives and livelihoods of local communities. This chapter draws on the existing information relating to environmental licensing processes for major public and private sector projects, analyzes its negative impacts and makes recommendations to the environmental authorities in Timor-Leste on how to improve the implementations of existing laws and minimize said impacts.
