Abstract

As a democratic state, Timor-Leste has held elections every five-year period since it restored its recent independence. Since it still has inadequately established systems, all national and political leaders need to work together to ensure the implementation of the Timor-Leste Strategic Development Plan 2011–2030 instead of seeking power and causing disunity—which is one of the reasons for the political uncertainty in the country. The roots of disunity include individual, historical and economic factors. The scope of this chapter are domestic politics (up until the VII Constitutional Government), and there are two objectives. First, it seeks to focus on explaining political uncertainty and their implications for the wellbeing rights of the Timorese (such as having basic needs such as food, water, sanitation, roads, education and health). Second, it offers suggestions on how various actors can play a role toward promoting peace and stability in Timor-Leste.
