Hierarchical Staffing Problem Under High-Time Varying Demand

Abstract

With the increase of the aging population, the nursing homes are becoming more and more important in society. Nursing work has the characteristics of “high time-varying demand, multi shift, hierarchical and collaborative”. High time-varying demand means that the demand for personnel varies greatly in each period of 24 h a day; multi shift means that multiple shifts can cover the same time period in a day; hierarchical means that the nurses have different levels; collaborative means different levels of nurses cooperate to serve the elderly. Our work deals with the shift design problem (SDP) and the hierarchical staffing problem, and a two-stage method will be applied. In the first stage, we design shifts according to the high time-varying demand and determine the number of nurses needed for each shift. In the second stage, the constraints of hierarchical collaboration at different levels are considered, and the number of personnel required at different levels for each shift is further determined. Besides, the sensitivity analysis of different demand distribution obtains some meaningful conclusions. Our research results can provide effective decision-making tools and methods for the nursing homes which are facing rapid growth of demand and personnel shortage.
