Abstract

Education is an undertaking relating to the people’s livelihood and ensuring to every child equal and high-quality education and providing the people with satisfactory education service is an objective of every educator. Adopting the standards and norms of openness and continuously improving the transparency and credibility of government affairs and guaranteeing the people’s right to know, right of participation, right of expression and right of supervision is an effective means of promoting the balanced development of high quality compulsory education in urban and rural areas and advancing the development of democracy and the rule of law in the field of education. This problem-oriented article introduces the explorations made by and practices of the Government of Jiangbei District, Ningbo City in the openness of government and school affairs in the field of compulsory education from the perspectives of the reasons, target group, content, method, standard and regulation of openness.
