Abstract

China has since 1986 begun to explore ways for massive elimination of extreme poverty. With more than three decades of hard work, China has devised a distinct system of development-oriented poverty alleviation.

    The three western areas cover an area of 380,000 km2, incorporating a total of 47 counties, including 19 in Hexi, 20 in Dingxi and 8 in Xihaigu, with an agricultural population of 12 million. With an annual precipitation less than 300 mm, these western areas suffer from drought and are among the most impoverished areas in China.
