Abstract
A larger part of what we do in the case of an outbreak is centered on our responsiveness to the event. Following from the concluding remarks of Chap. 3, we progress from the preparedness planning into responsiveness planning, through the enhancement of city management.
The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.
