On the basis of reality, governments try to solve public housing with system, policy, management and etc. in different public housing management stages to give full play to the positive leading on finance, taxation, financial policy, also actively mobilize various, multi-level and multi-type of social economic subject participate in the process of public housing construction, establish and perfect the construction of public housing policy, capital, management system, and eventually improve the overall living conditions of all the residents.
