Abstract
A highly efficient and modern government is not a government that simply collects the information of target groups and then takes the trouble of providing services, but a government that authorizes more power to the society and public. A government having a modern governance capacity should be a government having a predictable capacity, but not a government only conducting treatment for remedies. In a sense, the most important function of a government is not to provide services but to solve problems. The goal of happiness is just one, that is, to make life better. This is the purpose of reforms and the significance of pursing scientific spirits and humanity, and also the significance of realizing a modern, international and creative city.
