Abstract
There are new problems in teachers’ personnel system of management of tenure system and reform of position engaging system. The reform is designed to allow the market to play a fundamental role in the allocation of teachers and resources for them on the basis of national macro-control, and to endow the school with the right of personnel and the right of teachers’ career choice. The problem needs to be solved through institutional innovation in the direction of legalization.
