Abstract
Observing the E-governance construction practices of various countries, a common successful experience is emphasis on the study, issuance, and updating of comprehensive guiding documents on enterprise architecture, frameworks, plans, and programs, as well as attention to the central government playing its organizational, planning, and coordinating role. For example, the top 20 ranking countries in the “United Nations E-governance Survey 2012,” including the United Kingdom, United States, Germany, Canada, Australia, South Korea, Japan, and Singapore, all formulated documents relating to E-governance promotion plans and overall frameworks. The European Union also formulated a “European Interoperability Framework for Pan-European eGovernment Services” (EIF).
