Abstract

In this chapter, Dr. Cole describes how he and two of his colleagues traveled to Moscow in December 1991 to determine whether it would be possible to conduct research in Soviet-era military intelligence and KGB archives that had never before been open to the public. The support provided by the Swedish and Finnish governments is described in this chapter.

The reception in Moscow combined with the post-Soviet attitude of Russian officials revealed that the opportunity for the establishment of a new relationship between Russia and the United States existed. As “ping-pong diplomacy” had opened the door to China, Russia’s “archive diplomacy” offered the United States an unprecedented open door. The question was whether US officials could set aside Cold War prejudices long enough to walk through it.
