Abstract
China continued with its national planning system after 1981. There were eight Five-Year Plans prepared in the period from 1981 to 2016. But the preparation of these plans was within the new context of China and a broad change of the global environment. Domestically, the third plenary session of the Eleventh Party’s Congress, held in 1978 between December 18 through 22, resulted in launching a strategy of reform and the opening of China.

Note: “863” high technology research plan is China’s national high technology development planning with the nature of basic research. It was initiated by four scientists, they wrote a letter to CCCPC on March, 1986 proposed to track the development of strategic high technologies abroad. I t was confirmed by Deng Xiaoping, and this plan was launched on November, 1986 and was terminated only recently.
