Abstract
Since the late 1980s and especially the early 1990s, the UNHCR started to actively promote refugee repatriation worldwide. This was when the armed repatriation of Rwandan old-caseload Tutsi refugees, and forced repatriation, mass refoulement, or imposed return of new-caseload refugees took place.
