Abstract

As elaborated upon in Chaps.  3 and  4, conditions for refugees to return to Rwanda today are not conducive, and a new influx of refugees from Rwanda has been reported. Despite that, the UNHCR recommended—or rather, imposed—the following policy implementations: forced repatriation or refoulement from the DRC and Tanzania in 1996–1997, promotion of voluntary repatriation in 2002–2003, invocation of the cessation clause in 2013, which implies “mandated repatriation”, and finally, the end of the Comprehensive Solutions Strategy at the end of 2017.
