Abstract
The rise of the Internet has changed the previous communication relationship. Everyone is a communicator, which makes the expression and activity of each person become the object being communicated and rhetorized, all activities are rhetoric. Reflected in the field of political communication, all actions and activities, including history and the present, may become the objects being communicated and rhetorized. When all the activities are symbolized, the government is facing complex “rhetorizing” and “rhetorized” situations. In this case, many government departments still use the old logic to handle the new problems with a lack of understanding in the changes in political rhetoric in network era. This paper detailed analysis of the three negative performances and causes, namely: Discourse awareness without Internet awareness; Internet awareness without cyberspace awareness; Internet awareness without Internet symbol awareness.
