The UPR and Its Impact on the Protection Role of AICHR in Southeast Asia

Abstract

Established only three years apart, the Universal Periodic Review (UPR) and the ASEAN Intergovernmental Commission on Human Rights (AICHR) are two key components of the protection mechanisms of human rights in Southeast Asia. As of November 2016, all ASEAN states have completed their second cycle of review allowing an assessment of their willingness to protect human rights at the national level and evaluate their implications for the regional level. This chapter reviews the role played by the UPR in developing AICHR’s protection capacity. The analysis points to a limited role given ASEAN’s impermeability, thus far, to external pressure and dogged adherence to its non-interference principle.
