Abstract

The still flourishing Internet revolution is an industrial one spearheaded by the new-tech revolution, which will produce far-reaching influence on all the sectors of Chinese national economy. The four processes in traditional commerce have been consolidated into online and offline activities. Information flow, capital flow and commerce flow can be realized on the Internet, while logistics become the last contact point for offline delivery of products. Logistics industry needs to address the change in this commercial system. On the one hand, it must keep expanding commercial services featured by face-to-face contacts with clients; on the other hand, it has to facilitate its own evolution to adapt to new requirements resulted from the Internet and information revolution. “Internet-plus logistics” have become an important factor that influences the development of logistics industry.

    Many platform enterprises operate full-truck special routes, LTL special routes and even urban distribution at the same time. The corporate business is being adjusted continually. The enterprises listed here might have overlapped business scopes.

    Different from e-commerce platforms, highway freight platforms are confronted with many problems, such as carriers disappear with valuable goods, difficulty in establishing trust with stranger carriers, offline default to pay transport fees, difficulty in coordinating loading and unloading, non-uniform standard of vehicle models, and risky agent payment collection. These problems make it difficult to consummate vehicle-cargo matching transactions via third-party Internet platforms in highway freight industry. At present, both highway Internet platforms and traditional highway freight organizations have their own strong points in operations and are learning from each other. The highway logistics industry is in the stage of transformation.

    The policy is still in the transition period. After it was in trial operation for a month starting with April 8, 2016, the Government would assess the outcome by collecting opinions and ideas from enterprises, local Customs Administrations and other government agencies; it would then set a one-year policy buffer period. In other words, the enterprises can still opt for the previous forms of taxation and Customs clearance within one year.
