Abstract
Under the influence of global climate change, countries around the world are actively involved in addressing climate change; While worldwide uniform reduction program has not yet formed, but scholars have made various proposals, such as Nordhaus (2007), Stern (2006), Sørensen (2008), UNDP (2008), Wang et al. (2012a, b).
