Adaptation and Mitigation Measures for High-Risk Dams, Considering Changes in Their Climate and Basin

Abstract

Dams in Mexico are periodically assessed to check for hazards to people living downstream. Among the main causes of these hazards are runoff variations due to changes in climate and basin conditions. Consequently, a program of specialized studies and analysis of options for improved structural and functional conditions of dams was launched, enabling the selection of both structural and operational risk-mitigation measures. As an example of dam management under adverse flood conditions, we present the case of a masonry dam from the nineteenth century prone to failure with significant flooding, for which, with the aim of maintaining its safe operation, water management adjustments and structural modification were proposed. Other cases with different conditions are discussed, which have undergone structural rehabilitation or where restriction measures have been imposed in reservoir water storage and downstream discharges, along with an overview of basin and dam management mechanisms focused on water abundance and shortage conditions.
