Abstract

Increasingly there is a global race for procuring “talents”—those well-educated and highly-skilled migrants who would significantly contribute to a country’s economic development and enhance its global standing. The cross-border movements and transnational activities among this group of people are characterized as “brain circulation.” In this article, we use the newly coined concept of “intellectual migration” (including students and skilled migrants) to explore the characteristics and impacts of those highly-skilled migrants on their sending and receiving countries.
