Chapter 2 begins by examining the Supreme Court confirmation of Justice Elena Kagan, which serves as a useful vignette to introduce the Solomon Amendment, an initial move to guarantee military recruiters access to university campuses. Although the Solomon Amendment pertains to higher education, the established pattern soon presses downwards into high school policy.
