Abstract

The major restructuring of the administration of New Zealand’s education system that was written into the Education Act of 1989 sought to address both economic imperatives that emanated from the fiscal crisis that was facing the nation, and social imperatives precipitated by the social movements relating to human rights that had gained traction in the previous two decades.
