Abstract
In 2004, Philip Adey, then a leading contemporary researcher in the field of teacher professional development posed the question, ‘Why has the professional development of teachers already exercised so many good minds for so long?’ and argued that the crucial link between educational improvement and the quality of teachers requires constant attention and re-examination because it has never been properly resolved.
