Abstract

The previous chapter concluded that the way in which disability was generally understood within institutional policy, provision and practice, was in accordance with a medical model discourse, resulting in a welfare approach of care, concern and compensation. However, where policies incorporated consultation, oppressive practice and inequality were challenged.
