The 2020 World Bank Education Strategy

Nothing New, or The Same Old Gospel

Abstract

The objective of this paper is to identify whether there is any substantial change in the most recent World Bank report on education entitled: “Learning for all: Investing in people’s knowledge and skills to promote development” (2011a; WBES 2020 hereafter) regarding the Bank’s rationale and directions, including actions and expected outcomes in the area of education. The WBES 2020 title words must be examined and the meanings of knowledge, learning for all, and the kind of development at which the Bank aims clearly unveiled. In this chapter, I compare the "new" document with previous education reports, as well as shed some light the World Bank’s new System Assessment and Benchmarking for Education Results (SABER), which is one of the key programs attempting to implement or enforce WBES 2020.
