Abstract
There were over 30 million students studying in tertiary education in China in 2008. The size of tertiary education in the country has grown ten-fold since 1998, when there were only 3. 2 million students. The growth of the tertiary education system was relatively stable until 1999, when the government decided to rapidly expand the system.
