I am not sure how best to describe the reforms that took place in higher education in the 1980s and 1990s. One version of the story is that there was a global movement, driven by liberal ideology, that promoted the introduction of performance related funding for universities, a shift of the financial burden towards individuals, and a ‘new managerialism’ that emphasized transparency, accountability and moves to make the institutions of higher education responsive to market pressure.
