The present upsurge of interest in animal welfare (Harrison, 1964; Singer, 1990; Serpell, 1986) emerged from public concern about animal care and management. In the public discussion that has ensued, both ethical and biological issues have been raised, leading to protracted and, at times, intemperate debate. The matter is now in need of new analyses that could resolve some of the disagreements and improve conditions for animals.
