Abstract
Our critical survey of the discussion on the applicability of the Warsaw Convention has revealed a most confused picture. The opinions stated include nearly everything from a plain denial of applicability to the standpoint that the Convention applies to all air charters except bare-hull charter. Many reasons for one view or another have been found justifiable at least to some extent, while others appear less convincing. But no recommended method of interpretation has been found entirely satisfactory. The task now will be, on the basis of the above discussion and other relevant circumstances, to examine the problems of interpretation more closely.
