The Ultra-Passum Law. The Regular Ultra-Passum Law

In Section 7a we defined the ultra-passum law as a production law in which the passus coefficient was not equal to 1 in every factor combination. In other words there exists at least one point where the passus coefficient is different from unity. For the sake of precision we shall call this a general ultra-passum law.
