Abstract

The six plenary sessions of the congress were designed to provide a general introduction to the main congress theme as well as to offer an opportunity for a close examination of such major aspects of the management of public utilities as administration, geographical extension and forms of co-operation, relations with council and executive, economic principles and personnel.
