Abstract
Before looking at why allegations of use of biological weapons are investigated, it is worth looking at the different perspectives that exist on such allegations. From the perspective of those making the allegations, the foremost issue is likely to be obtaining assistance — whether this be political, military or humanitarian. Secondly, the alleger will wish to allocate blame to the alleged user, although this could also be seen as a subset of political assistance to those making the allegations. Lastly, and likely to be of least interest, will be the legal technicalities about breaches of treaty provisions, except where this may impinge on assistance that may be received.
