Abstract

Critical loads are now widely accepted in Europe as a basis for negotiating control strategies for transboundary air pollution as evidenced by the signing of the Second Sulphur Protocol (UN/ECE 1994) in Oslo in June 1994 and their use in formulating an Acidification Strategy for the European Union (Amann et al. 1996). The United Nations Economic Commission for Europe’s (UN/ECE) Executive Body of the Convention on Long-range Transboundary Air Pollution (LRTAP) has set up a Task Force on Mapping Critical Levels/Loads under its Working Group on Effects. Under this Task Force, critical load data from individual countries are collected, collated and mapped by the Coordination Center for Effects (see Posch et al. 1995) and provided to the relevant UN/ECE bodies under the LRTAP Convention. This information is used in formulating emission reduction strategies in Europe, such as the current negotiations on a revision of the 1988 Nitrogen Protocol.
