Abstract
There are many holistic approaches describing the state of the world in the context of contemporary, global trends in development (Castells, 1996, 1997, 1998; Global Trends, 1994; UNDP Human Development Report, 1999, 2000; Huntington, 1996). This development is impacted by several factors, which are based on the conflicts of global/local culture, state/civic society, governmental/non governmental organisations, collective/individual identity and public/private society. According to Castells (1997, 291–310) this post-modern world is mirrored by the media as fractured, continuously changing, uncontrolled, unsafe and momentarily appearing world. The global character of the world emphasises cultural diversity, but also global risks, which threaten the availability of basic needs.
