Abstract

The chapter presents abundant evidence of the problems involved in applying central government policies in different local settings, of the discretion exercised by field level implementing officials, of the difficulties confronted in obtaining information on the activities of target firms; of the numerous uncertainties involved in enforcing permit decisions; and of the consequent need in most cases to negotiate mutually acceptable permit conditions.
