Abstract
The 20 years from 1967 to 1987 can be described as years of a steady state in the relations between Israelis and Palestinians. In the first discussions on this research, before the outbreak of the intifada (Portugali, 1986 and chapter one above), I suggested characterizing these relations in terms of implicate relations. Several commentators thought this suggestion was at least an exaggeration. The reaction was the same to the suggestion that the steady state reality of the Israeli-Palestinian situation since 1967 has transformed the Israeli-Palestinian conflict from a national into a class-national conflict.
