Abstract
In my few brief remarks, I should like to address the health care, needs and rights of the mentally retarded, especially the noninstitutionalized retarded, and their families. I will emphasize that the mentally retarded not only have needs and rights, but also obligations to their families. Similarly, families have responsibilities for their mentally retarded members as well as certain rights.
