Abstract
This chapter will deal with the problems of efficiency. The approach will be to analyse, to measure efficiency in quantitative figures and to synthesise the findings for planning and control. To measure efficiency criteria which correctly and truly reflect the priorities and preferences are needed. As far as possible, such criteria should be quantitative rather than qualitative and for that benefits and sacrifices, outputs and inputs need to be measured or assessed.
