Abstract

This paper describes the structure of the Scenario Evaluation System (SES), a system developed to generate spatial forecasts for various types of land use in Europe. The paper describes the policy framework and the development of rural areas in Europe. However, the emphasis of the paper is on the model itself. The model includes all relevant land-use types such as residential, industrial, agricultural, natural areas and water. The model can be used to forecast the pattern and distribution of these land uses in Europe on the basis of different scenarios, and under the influence of different policy frameworks. These predictions can be used to compare land-use for different areas and at different times. This type of evidence is meant to support policy analysis and the policy making process, making it possible to identify the effects on land use of economic and environmental polices.
