Abstract
Law and order are essential to the preservation of any society and to the well-being of every citizen, but in the United States today there is a crisis of lawlessness and disorder. Every newspaper and television set daily reports criminal acts ranging from mugging to murder, from robbery to rape. Our vastly overworked police, overtaxed courts, and overcrowded jails cannot contain the criminal or hold down the rising crime rate. The personal and property rights of the American citizen are everywhere in danger.
