Abstract
Seismic hazards are classified into four categories: (1) ground shaking, (2) fault rupture, (3) tsunamis and seiches, and (4) secondary hazards (i.e., avalanches, land and mud slides, differential ground settlement and soil liquefaction, floods from dam and levee failures, and fires). Any city or developed urban area may be threatened by these hazards, depending on the seismogenic conditions of the region (see Figure 1). In this paper, I discuss the way that geological and seismological studies can lay a basis for crucial decision-making on the appropriate level of preparation for the earthquake threat. The discussion gives a critique of not only the type of decision analysis necessary but also the practical results that may be expected from detailed seismological studies.
