Abstract
The following analysis of the realization of mediation programs in Germany focuses on three problem areas in the field of mediation practice that hinder a successful introduction of victim-offender mediation (VOM) in Germany. The relevant details given here are based on the author’s experiences as advisor in the program’s planning and organization, as well as his participation in its practical implementation and in continuing education efforts in the field of victim-offender mediation.

“Integration” refers to VOM as being included as one of the many tasks relegated to the continuing jurisdiction over one party (e.g., for the juvenile court officer responsible for the offender, or for advisors responsible for either the victim or the offender). “Specialization” refers to VOM as an independent activity with no continuing jurisdiction over either party involved. “Partial specialization” refers to VOM as a subfield of activity with no continuing jurisdiction over either party involved (e.g., when one half of the staff conducts TOA and the other half carries out other duties, each with a different group of juveniles).
As a general rule of thumb, one can assume that a full-time mediator is able to process circa 90 cases per year, a part-time mediator circa 40 cases.
