Abstract
On May 24, 1984, then-finance Minister Noboru Takeshita and Secretary of the Treasury Donald Regan jointly announced a report prepared by the U.S.—Japan Ad Hoc Group on The Yen/Dollar Exchange Rates, Financial and Capital Market Issues. The group was formed in 1983 and took a year to develop its conclusions and recommendations which called for the internationalization of the yen, the institutional restructuring of the financial markets, and the decontrol of interest rates. This process became known as the deregulation or liberalization of the Japanese financial markets. (For a chronological listing of the financial deregulation measures, see Appendix B.)
