Abstract
The profound and troublesome relation between environmental quality and economic development has been a major topic of international discussion beginning with the Stockholm Conference in 1972 and continuing through the Brundtland report. Numerous studies, conferences and commissions have tried to explain to the world that these urgent goals are not in conflict and that both can be achieved. It is time now, after 16 years of effort, to ask a very serious, potentially embarrassing question: What progress has been made in solving either part of the problem; do we understand how the two parts are linked?
