Abstract
Dr. Schulte’s report is very comprehensive and errates most of the problems related to benefits, based upon the national reports. It is therefore extremely difficult to add much in this respect. I think however it would be of some interest that — in view of the economic situation of social security, social security, and the impact of social security on the whole economic system of our societies — a special emphasis should be put on the interrelation: benefit-cost. In the following pages I only mention a few points. The discussion will surely add many more.
