Abstract
This chapter reviews the current water situation in Southern California, and explains the predilection, capacity, and strategies of municipal water agencies to innovate. Drawing on data collected in Southern California, as well as in the Pacific Northwest and the Potomac Basin, the values held by municipal water agencies are discussed, as well as the incentives, sources, and processes for innovation. Finally, the chapter relates these findings to the future of equitable distribution of water resources in the far west border region of California, Nevada, Arizona, and northern Mexico.
