Abstract
The striking growth of international organization in the period since the Congress of Vienna has been effected through the legal instrumentality of the treaty. The familiarity of the treaty form for a time hid the fact that in its new multilateral use it was required to perform a quasi-legislative function quite different from the earlier function of recording a simple bilateral bargain.
