Abstract
A case is initiated before the Court of Justice by addressing a petition to the registrar. This petition must contain the necessary identifying data, the subject-matter of the dispute, a short summary of the grounds on which the petition is based, and supporting evidence. Upon receipt of the petition, the president of the Court assigns the case to one of the two chambers for the task of hearing evidence and appoints a juge rapporteur from among the judges of that chamber. The “reporting judge” has the task of making a preliminary investigation of the case and of preparing a preliminary report for the chamber’s president.1
